I am pretty sure all tank shells are meant to penetrate the hull of the tank and kill anyone inside thus disabling the tank from battle. If the game had proper hit boxes it would be a cool aspect to be able to kill the gunner in the turret with a AP round. Idk if they intended the game to do that though I can add I have been killed inside a tank by a bomb car and heat rounds, the bombcar left the tank alive but killed me and my driver.

if tank armor could be penetrated with anti inf fragmentation its a shitty tank

I am pretty sure HEAT stands for High Explosive Anti Tank. There is also HE which are High explosive.

Yea, but only if it actually hits the target head-on. What makes projectiles effective against armour is their velocity, which translates into the energy used to peirce them. Answer is it shouldn't.
But the engine isn't great, and alot of things that shouldn't happen, do happen.
