Maybe you guys might want to check out this mod. It seems to have nice night map + light from cars. Might be nice to take a peek in the coding.

we are looking into this but we hear its pretty buggy.

Large amounts of dynamic light causes severe lag on low end systems. If we were to put that sort of thing in, everyone would need to bump their settings down a bit. In some cases to the extent where they have dynamic light disabled.
