Temporary rally points

Was reading about the PR 0.874B testing (removal of rally points etc) and had an idea. What if we instead of completely removing rally points make them temporary? Meaning that after you set up a rally point it will only last for 1 minute, and then have a "recharge" time of 5 minutes. This will prevent the constant stream of reinforcements from a magic pile of bags, but at the same time not make your squad 100% dependant on FOBs.
This will also make squad leaders way more important than they are now as your squad will be massively fjucked if your SL gets killed. No SL = no reinforcements.
Pros:
- No more searching the woods for a pile of bags to stop the badguys from spawning.
- Squad leaders become more important to the squads survival
- Squads are not completely dependant on FOBs
- Allows squads to quickly regroup after losing a couple of guys in a firefight
