Insurgent Suicide bomber kit

We all hear about how a terrorist goes into a place and blows himself up killing many people. And insurgents have suicide vehicles already so why not have a pickup kit where you dont have a weapon execpt for rocks and a detonator, and when you click the detonator you explode killing yourself and everyone around you. Of course it wouldnt be over used as it would be a pickup kit. It could also be implement into the taliban faction as a limited kit. Good/Bad idea?

and how would you get close to enemy forces anyway? Even civilians have a bad time getting to at least earshot.
