bots in local server question

Probably a stupid question I know, but how do I start a local server with bots, do I need to get PRSP?

I could swear I'd made a server with bots before, I've put the number up to 48 and the ratio to 100, tried different things but the bots never spawn.

Thanks in advance for any replies.

You will need PRSP due to the maps requiring a navmesh for the AI.
