Its to unstick bodies from teh ground so they can be revivedm, it corrects a bug.
CPR ingame is used for this function only, its not meant to replicate RL CPR, if it did you'd be doing it until the evac chopper arrived

Im sure it could be changed, but Im yet to see why that would be any beneficial to gameplay. Considering that the resuscitation in PR is not actually used in improving respiration but just for moving wounded enough to advoid glitches, there is little need for it to be quicker.
Whos to say that the current resuscitation is not to represent the whole process?
Im sure it would just give players another way to be more cheeky, by using the feature inside transports, as this currently disrupts the vehicle's trajectory just noticeably. Increasing the speed would mean it could potentially have a greater impact and create more fuss than is worth.
