[0909] first run crash + fallujah lags

when i tried to run pr 0.9 for the first time, i experienced crashing after splash screen view. solution: run 1 time with administrator.
fallujah: i get a video lag while looking in direction of city center. some players got the same, some not, so here are my video settings: http://screenshot.xfire.com/screenshot/ ... 1efebe.png
