Having trouble opening the install for .9?

All you have to do is turn off UAC.

I turned off UAC, ran the install as an administrator, and it appeared in 2 seconds

To turn off UAC, go to control panel>User Accounts and Family Safety>User Accounts>Turn User Account Control on or off.

Then un-check the box, hit ok, and restart your computer when prompted.
