Wouldn't it be a good idea to link the manual in the Download section?
People could actually read the manual while they downloading the mod files.

2.
Could you make a simple dummy site for the GUIDE section that explains the users why it's not accessibly and gives them an alternative link to the manual until the wiki is ready to use.

Personally, I don't know why they don't just make the guide button take you directly to the manual. At least for the time being.
