I tried searching for the Step-by-step guide that was posted on the mumble guidelines, but could not find it.

Very quick question.

What is the order in which I need to start mumble.

Do i start mumble before starting the game and joining a server or do i join game/server and then start mumble.

I join and hear too many voices for it to be positional.

If you are using "mumble overlay" you should start mumble first, then PR.
If you are not using overlay the starting order does not matter. You can start mumble anytime you want.

Hearing too many voices is because you are not linked. This means mumble could not detect your ingame position yet. Even if you joined a server positional audio will not work if you have not spawned in yet.
