Anyway it seems like I am always surrounded by civis in the stryker, APC, tank etc... When I shoot the main weapons on this they jump up and I kill them accidentally and I get the punishment. 3/4 times when the driver gets out he is immediately shot at by a sniper or w.e the civi is working with. Same goes for infantry around the armor trying to arrest they get owned too or just dont feel like doing it. It is highly unrealistic to have civis jumping in front of your gun trying to die for the punishment or hoping all over your armor. All Coalition soldiers would be cleared to engage them. If civis/unarmed people IRL were engaged in Iraq for aiding the Insurgents; this is the same concept.
So I suggest a cap radius nothing major maybe 10 meters and a time limit such as 30 seconds until you can engage civis on all armor and vehicles to combat this unrealism.

Your suggestion is a little foggy, so I'll assume your saying:
If A civi is within ~15m of your vehicle for ~30 seconds, you can engage?
This gets a little risky.. a civi could just say within 15m of the vehicle, then after 25 seconds, move just out of in and back in. People would shoot the civi, thinking its ok.
If this isn't code-able, then what I do is just leave the AO. Run away from the civis. Or get a specialist. He can shoot civis with his shotgun.

Sounds like a bit of civilian crowd control issues
Its annoying and slows you way down, but thats sorta of the point of civilians.

Give tanks CQB grenade launchers. Like the smoke grenades, but fire HE grenades! That'll deal with those pesky civis

Seriously with the alarming popularity of civi's at the moment tear gas would be useful...Or lots of specialist kits. Imagine their surprise when a shotgun toting specialist hops out of the APC.

What map are you talking about? Armour should usually be far enough from the city so they don't get bombcar'ed by a car coming from behind a corner, or should have close infantry support working with them (Including a specialist who is a musthave in Insurgency maps aside from Archer).
Geez, I'm not sure why armor players have a problem with this. When I played civi I'd do stuff like what the OP said and the tank crew will be confounded to hell for some bizarre reason, but when I played tanker on INS maps it was the simplest thing in the world to pop out of the tank and arrest the civis jumping on the hood. Don't know why you can't.

seriously people need to deal with civilians intelligently, whenever people see a civi ingame they just get instant tunnel vision, all they see is the civilian, just leave the civis alone, they can't hurt you, worry about the dude with the long huge weapon pointed right at you - he's the one who's going to hurt you.

Stand in front of them so they cant move forward. Wait till they get out, then shoot the guy.
Or RPG it....or "push" it into a mine.

Al Basra, Fallujah, Ramiel, and Karbala. All of those w.e I gun I always have 3 or 4 civis jumping in front of my main gun and if you kill them accidently you get a punish. IRL you would be cleared to engage.
And that guy stopping the tank was not in a war time scenario. If you were engaging insurgents and a civi was hoping around in front of the main gun of your armor and you killed him....
And civis can hurt you, if you do accidentally shoot them going for a bomb car, RPGs which they stand in front off, Gary, etc... then you have a huge wait time even though you did follow the ROEs IRL, if your defending yourself or others and kill a civilian lets say jumping in front of your weapon or one who is acting as a human shield and could mean the deaths of others you would shoot.

9 of 10 times I always stay outside of the "big" city/city centre, as most mines and IEDs are laid there. And you stay most of time then out of "RPG"range, of course they can still hit you but they're less accurate then. And you see the civilians approaching you, giving you some time to retake positions. If possible make sure you got infantry close by to support you. As in the most wars, armored units were taken-out because of the lack of infantry support.

Uh, then climb out and punch the dude. Really simple. If you don't want the driver or gunner to leave in case of emergency, then make sure you at least bring a .50 gunner who can do this quickly. I did all the time. Not sure why so many people have a problem with that. As I've said, this is the easiest way yet often the least thought of. Whenever I go civ I pull off what you said, which quite frankly should not be possible because it is so easy to get arrested. I mean, what is this? Forgotten Hope where 50% of players can't figure out which button is "fire"?
