Weird lag issues
Alright this happens on and off... but basically I'll get your classic, stuttering type teleporting lag... but the odd thing is, voip will still be working perfectly with zero interruptions even as my avatar and those of people near me are being all wonky and making it unplayable... so it can't be an internet issue right? (since voip isn't cutting out)... what could it be?

It might be video lag. How much RAM do you have, and how much memory does your video card have?

2 gigs of RAM and a 4650 with 1024 mb.

Alright, so it's not video lag. Are there other people on your network that could be using bandwidth heavy applications every now and then? VOIP may be unaffected due to the fact that it doesn't use that much bandwidth, therefore is able to get by ok when there's a lag spike.
Have you got any CPU or RAM heavy programs running in the background? Other than that, it's got to be network/internet related.

And even when lagging is not caused by faulty network connection, it's still possible to have VOIP working flawlessly as it's handled by separate hardware (sound card).

If you still have trouble run battlefield cleaner to flush out your video cache files
Still no joy?
Trash your BF2 cache files
Path:
C:\Users\'your user name here'\Documents\Battlefield 2\mods\bf2\cache
Throw EVERYTHING inside the folder named cache away.
don't worry the files will be replaced with new ones when the game restarts.

what you have already tried.
The more info you can give the better your chance of getting a quick answer back.
