Able to give clear and concise CAS oders.
Marking the map with type of target.
Marking map for laze up.
Direction target is facing, direction for aircraft to attack, direction for aircraft to extract.

On top of everything coug said, a good spotter should be able to keep track of multiple "orders", sort them by importance and call relay them to the jets.

Also onto cougar's post, being able to tell you to "bug out, area too hot" before the attack and making sure you don't engage in any unnecessary risk to the aircraft, the aircraft is as much his responsibility as the people operating it.
