OK here is my configuration:
CPU: Intel(R) Pentium(R) D 3.00 GHz
RAM: 2,00 GB DDR2 333 MHz
Graphics card: NVIDIA GeForce 9600GT 512mb DDR3 up to 1GB
HDD: 160 GB
OS: Windows 7 32-bit
And here is my PR video settings
Resolution: 1204x768@60Hz
Terrain: Medium
Effects: High
Geometry:High
Textures: Medium
Lightning: Medium
Dynamic Shadows: Low
Dynamic Light: Low
Anti-Aliasing: Off
Texture Filtering Distance: Meduim
View Distance Scale: 100%
And I still get 15fps sometimes, so will adding 1 more gig of RAM help to improve my video settings?

While 4 offers optimal performance, I've been running 3Gb for a while now. Its ok, but I cannot put ALL settings on high without crashing on some maps.

You mares well get 4gb. It will speed up loading times a bit and help with the more memory heavy maps.

3 should help but you'll need a 64 Bit OS to use more than that.

Current characterized errata are available on request.( this is from Intel® Pentium® D Processor 800Δ Sequence Datasheet.)
I believe your chip set is 64 bit compliant so sell the 32 bit OS and grab a 64 copy.
You need to do everything you can to help your CPU
Defrag HD
Put page file (virtual ram) on drive other than system (fast 4 gig USB flash drive?)
Make sure you have your PCIe card getting the largest data block possible in your Bios.

Will a 64-bit Win7 work good with 3 gigs of RAM? I cant afford buying 2 slots of 2 gigs because I have only 2 RAM slots in my motherboard!
BTW I have Win7 64-bit Installation, so that isnt a problem
