Small freezes in game when running

For as long as I can remember now everytime I run around I get like quick small freezes in game. This happened on my other computer and is also happening on this new computer. I have tried lowering the graphics and some of the other options, but I still get it. it isn't lagg since I have tried making a game of my own and it still happens. This is a good computer I have so does anyone have any suggestions as to what it could be. Thanks!!
