Is requesting a kit from an apc disabled?

I may be crazy but it seems every time I try and request a kit from the back of a friendly apc I get the "Need to be next to a crate or apc" message. Has this feature been disabled or is it a bug?

The kit request point is at the APC/IFV's main hatch/hatches.

While most of them have 1 main hatch at the rear, some have side-hatches like the BTR series.
