Those are old... iirc for BF2 you need 2GHz on a single core, you meet the bare min with a dual.
And video cardi'm not sure.... to lazy to check, but what settings do you play at?

Your CPU:7750 is rated @ 2.7 GHz not 1.3 and that's a good thing.
The weak link on your rig is the ATI Radeon x1650 card. Look around for a 1 gig video card.
I'm guessing your motherboard has APG and not PCIe
Here are some AGP 1GB video cards lowest prices and sales from 'Pricewatch.com'
You could bump your virtual (page file) ram too.
Good start is 1.5 x real ram
You have 3 gigs =3072 x 1.5 = 4608
Set min. and max. the same. ( this will reduce fragmentation of the page file)
