Local Server acting Like Online Server

I'm not sure exactly what's wrong, and i'm hoping to find someone else who has had this problem. Recently, whenever I start a local server, the briefing time is 3:00 mins, instead of the usual 30 secs. Also, I cannot request specialist kits, and I cannot use any rcon commands. Also, i can cap CPs all by myself. This is annoying because I cannot test new maps easily, or practice with kits.
