That is from an MEC AA soldier, and as you can see the missile has gone straight through the terrain. Now I guess it's possible that there's a slight gap under the fence, but I just wanted to make this known to be sure.

I'm not sure whether this is a bug or just extremely good luck, but I stumbled upon this on the NWA server:
