Server Jitter on new ZA server setups

Im am taking interest in 2 PR servers that are trying to be set up here in South Africa.

All of us testing the 2 servers seem to have the same issue in that we get lag or stutter about every 15 to 20 seconds which none of us get on International servers even with our pings of about 300ms.

It can be so bad that we get "Connection problems" displayed on the screen briefly or it will just be a slight stutter or pause for 1 sec or so, irritating enough to make most people drop out.

Because we all suffer the same problem we have ruled out a client side problem, although we have messed with PB settings (pb_update 500 and pb_writecfg) with no luck.

I believe both servers are well spec'd Xeons with minimal load. Not sure of machine OS..will check back and edit this post adding details

Does anyone know what the problem could be, is there some heartbeat/update going that could lag us here in South africa because of the 300ms round trip?

What specs should a machine be to handle say 16 players (at this point for testing) and what kind of Bandwidth should be available to it? Can the server run other software if there seem to be no load problems?

The two servers Im mentioning are for ISPs Webafrica and Mweb.
