I just read lots and lots of posts about how to make incendiarys work better ingame.
As for myself I have to say it is extremely annoying when an incendiary, which burns of a diameter of not even half a meter will take out a razorwire and tanktrap that stretches ten times that lenght!
Not to offend you DEVs but what were you thinking? Adding an incendiary nade that in real life will burn through almost anything in its range, but it is being used ingame as some PAINT rubber tool :S.
The main thing I want to say about incendiarys is, if they are going to be ingame please let them be realistic.
Edit: Examples of what they do IRL:
1. Take out soft vehicles this includes choppers, boats even damage some apcs? (burn through engine, drivetrain, tires etc.)
2. Destroy heavy machine guns/damage it?
3. Repair station (if it should be ingame is another subject...).
4. Weapon caches/crates.
5. damgage infantry that is in the burning radius badly!!! ~2000 degrees C.
6. Getting through locked doors?

If it is to be used as a gesture of taking out a firebase I think knife is better (I agree with some other posts and say knife is better) that way you cant do the "gesture" on long range by throwing it!
There is a reason why razorwire is used IRL, because it slows down/or stops infantry, if an incendiary would work as in PR the military wouldnt be using razorwire at all... give specialist or more kits a cutting tool and let it take a veeeeeery long time to destroy the razorwire. If you dont have that time, go around it
