Yeah the Media version of XP might have had it on. Basically its a type of QoS protocol that prioritizes certain types of packets on a network. That would be audio and video packets mostly. I looked around on the mumble forums/wiki for any info and it seems the only time it would be important was if you were running a murmur server on Windows Vista Server 2008.
