You gotta admit, shooting civis is sadistically fun. The problem with civis is whenever I don't shoot them, I get killed indirectly by them. For every civi that's alive, the Insurgents have a mobile intel gathering machine. This civi could follow your squad around and tell his team where to ambush you. So for me, shooting civis is a tactical decision, not an act of douchbaggery. If civis want to stay alive, they should stay out of sight.

Among other things that's the reason why the Civilian is on the game, as there are millions of collaborators out there in real life as well. Problem is in-game there are no populance around, so for a civilian to remain out of sight is quite of a hard task, but not impossible. Edit: I say "raise" because normaly in most servers there are two to zero civilians around. People lose interest in playing as a Civilian because BLUEFOR just don't give much of a damn about the penalties and kill civilians for frag and joy.

It should be:
That, plus if you HARM a civilian, you can -1 to -2 intel removed, ON TOP OF the current negative intel.

To actually make the civi useful you'd have to have server participation. Just make it a kick/bannable offense to kill civis without reason. I would fucking love it if we had civilian participation, it adds a lot to the game,but like Unarmed said, In this game we have no general populace for the civis to hide in. Another thing is that this game is Team 1 vs. Team 2. Each team knows to shoot at what doesn't say TEAM1 on it. Since there are 0 third party entities, ROE is kinda pointless. You know that whoever you shoot is not on your team. Unless we had some kind of MMO feature that let people live out lives of everyday people in a warzone, people are going to continue to shoot civies.

Plus you kill a civi - no special kits for ten minutes - although that'll reduce the HAT kits handed over.

Ehh, you can shoot civis all you want, but it's gonna bite you in the *** in the end. We played a full round of Fallujah with Ytman as commander and he ensured that civis were killed enough to prevent the other team from getting intel. In the end, we didn't lose a single cache and the second cache was revealed only at the end.

This. That'll probably be the easiest solution for the problem - on servers with enough good admins at least. I'd like the devs to improve the abilities for server admins to quickly identify civkillers and get as much information about the kill circumstances as possible. Like: SomeGuy <Civkilled> SomeOtherGuy at 50m with M67 (civkill 1 by this player)Haji with a Handgun wrote:have server participation. The solution is very simple and I'm surprised no one's done it yet: Make it illegal on your servers to intentionally engage civilians against ROE. It's not exactly very realistic, and it's not cool.

Medic kit? You dont get punished for using the medic kit, what bothers me are the damn shotguns lol, every time i get to stone someone i get a fat shotgun in the face and it tells me i have been arrested >.> 139 sec spawntime

Civilians shouldn't be engaged at all. They aren't well armed so i would be right to arrest all. That increases IP:s

I think the rules are fine as it is.. The Bluefor civ-killers has to remember your team will loose intel-points, and thereby indirectly you will loose the game.
But yeah, sadly, actual civilians cant be done with this engine.
Well, that depends on what you call a warzone.. Most of the INS maps in PR are huge citys with over 1.000.000 civilians living there IRL. And its not like the insurgents or bluefor will always warn the civis before they attack.. So there could very well be loads of people in the streets.
