Give the Specialists shotgun to the Iron Sights Rifleman
I've always felt the specialist class seemed like all the left over bits of gear where just given to him because they didn't fit with any other class. I've also always thought that the IS rifleman was pretty redundant as Rope+Shotgun is generally more useful than Ammo + Smoke so you may as well play specialist if you prefer IS weapons.
This isn't a major issue, but I think it would be better if the specialist swapped his shotgun with the IS rifleman's ammo bag.
Alternatively, you could move the the rope to slot 4 and put smoke back in slot 6 for the specialist and just leave the ammo bag for the Scoped Rifleman. That would give you three distinctive load outs to pick: Scope + Ammo, Shotgun or Rope.
The fact that the ISrifle has smoke would mean he could utilize the shotgun better than the specialist does currently, and the separation of two very handy tools would hopefully result in less specialists all over the place in insurgency.

I think the whole fuss about the specialist is the ability he has to snipe insurgents with a shotgun, and getting arresting points for it.
I honestly prefer to limit the rope and the shotgun TBH, as they are currently very overpowered in-game in my humble opinion (remember you can still brake locks by incendiating it and destroy caches by shooting it, specially with a PKM, but any gun works IIRC). There was a suggestion for it, no idea where it went o.o

It would be better if the kit itself was limited to 1 per squad. Just remove the ability to arrest INSURGENTS with the shotgun, however still being able to arrest civilians with it.

No I would say limit it to one per squad like with the AR. 3 shotguns in a squad of 6 is a bit unrealistic. or lower the amount of ammo the specialist carries. I have never seen a shotgun being used to arrest a civi on a ladder. Ok why don't we do so the rifleman specialist only has a shotgun as his main weapon? You could do the buckshot/rubbershot difference if necessary.

This would limit their role IMO!

Until a suggestion is made that means civilians can be arrested with another ranged weapon, then the shotgun has to say, removing it would just make people latch onto ladders, giggling because no one can arrest them.

The shotgun is inferior to the assault rifle in every conceivable way. It hardly overpowers the specialist kit just because some noobs like to use it.
I understand the objections over the 'arrest' effect in insurgency. But you should be easily able to kill a shotgun toting specialist with an AK 74 or 47. If you can't, you really need to improve how play the game.

lol, my suggestion was not attempting to rebalance anything. I just thought it would be more realistic to spread the special gear out a bit.

the specialist is CQB orientated since he's the one who can open doors, the ammo riflemen have a choice of scope and irons since you'll need to adapt to the map and situation. For this reason I would not want the equipment of either riflemen or specialist to be changed.

Each kit does its job, there is no need to mix them up. If you want a shotgun and grapple you take specialist and if you need ammo for your squad then you take rifleman and decide whether you want optics or irons.
