Although IMO all day maps are fine for pr(not many battles take place in the dead of night) it would be nice to have the dynamic sky feature. However, considering how long ago the video was made it's probable that either theres a large problem stopping it from being released or they're putting it in 0.95 as a mahoosive suprise. That would be a very nice suprise to see that happen, especially considering many devs have mentioned a suprise in the new release, but none have said what it actually is.
So Yeah night maps would be cool, but realistic? Not really.
OPFOR don't generally have any night vision devices so even in scenarios where it would be realistic it wouldn't be any fun for those on taliban side. And I think this is enough of a reason to exclude them from PR.

There are night warfare!!! Conventional troops fight in the night. It's wrong when people think ''Oh, night, its time for Spec Ops''. When you will be in army, there are maneuvers in night condition. So if we got night maps, it could expand the our experience in the field.
P.S. Sometimes Taliban fights better in night or very early morning when the shift change in checkpoints.
To respond to the OP - the shaders in regular BF:2 don't work properly with NVGs, people end up with black statics and other weirdness. BF:2 SF uses a different shader apparently, so there are no issues with it. I know there are plenty of DEVs interested in a workaround, just no one has devised one as of yet.
At least, all that is my understanding from the many, many posts about this in the suggestion forum.
