I would like to discuss different ways to feature this effect, cause I'm not a big fan of the current one. (the black-white effect doesn't even show on my computer for some reason)
I have my suggestion but I was hoping other people would throw in their ideas as well.
I personally think if the wounded texture was more consistent instead of showing/fading away every 11 seconds or so it would be much better, and also a kind of pulsating effect that simulates the way bloodflow/heartbeat throbbing affects pain would be great. I think that would make the effect look really neat.

This one isn't really a blood screen suggestion, but could noise from your surroundings be kind of faded at the lower health, maybe bring in some heavy breathing and heart beats? This could help simulate losing awareness and focus of your surroundings.

We can also have a smily face that pops up and says your dead! ahaha jk. I see nothing wrong with it, though it would be cool if your black and white you fall to the floor and have to craw.

When you go to black and white it should slow down your movement like when aiming with scope.

+1 to both of these ideas. A heartbeat sound would have more of an impact on the player, you would feel more wounded. While you're black and white, you cannot use your map and you cannot sprint. That's a fairly serious gimp even before you add in the wound broadcasting system of coughing up blood as loud as you can.
Players might be hardcoded, but that sure doesn't seem to stop anybody from trying.
