I think people are "brainwashed" into the whole "moving silently" bit based on movies and video games.
Working as a LEO, I've spent time both as part of tactical teams and also as the instructor. In SWAT/SRT we do use the terms Dynamic and Stealth, but when we talk about Stealth it's not something from those old 80's cheesy Ninja movies. Stealth tactics simply mean making as little noise as possible in order to surprise the suspect(s). It doesn't require being totally noiseless, which as mentioned before is practically impossible while wearing tactical gear.
My user name was also not selected for novelty. In case people haven't guessed already, I practice Ninpo. And I can tell you that moving with absolute silence and stealth is in no way simple, and it takes a lot of effort and energy. Moving silently across 50m takes about as much energy as it does to run 2 miles. And that's with minimal equipment and clothing that is specially designed to minimize noise.
Having a regular infantry soldier that is wearing standard combat load, moving in a slow crouch-walk, will mean they are capable of presenting less audio feedback than someone running or casually walking. But they are still no way "silent". I think the audible levels in game right now are just fine. And because we lack the additional sounds that a soldier would make such as gear clinking against each other or water sloshing around in canteens, any "additional" sound from crouch-walking equals that out.
