Reckless killing of civilians
As of the current state the game is, people don't give a damn about killing Civs anymore.
Shouldn't a tiny ticket penalty be issued for the reckless killing of Civs? Because, people don't bother with intel, they will just hunt unknown caches or some stupid insurgent will spawn there and get spotted.
Like, one martyr killed means that the BLUEFOR loses 2 tickets perhaps.

Why? The civilians in this game aren't civilians; they're not afraid of dying, they don't fear the BLUFOR-factions and they're just as hostile as the other insurgents.

maybe make it so no mater what they do they always have a long respawn time if they die, and if blufor kills them they ,lose some tickets ( has to be decided how many)

No. Civvies already often jump into incoming fire on purpose, this will cause them to do nothing else but trying to get BLUFOR to kill them (and it's already bad enough as it is).

The problem with civis is they don't act like actual civis, because theirs only 2 teams you know their against you.
Also civis can literally walk into mortars and get themselves killed, no actual civi in his right mind would do that.

I hate sometimes being killed as civvi.
When i am actually trying to just walk around and "secretly" spot as civvi i always get killed,
While trying to fu*k up BLUFOR and actually troll them as heck, i survive much longer than i should
aka, often i get so close to people so i can start throwing rocks, and even get a few kills if the medic is reviving

I shoot every civi, as soon as I see them, especially in armour. I don't care to let them bug me, at all, of course Ill try to have a shotgun with me, but I dont care. Eventually they learn to not pop their heads out.

Players who are killing civis just for "fun" is kinda like teamkilling. For each civi kill the BlueFor loses a certain ammount of intel points, which were earned in firefights which in most cases cost tickets.
So I am asking this question myself sometimes:
PR is all about teamplay, why would a teamplayer want to make his own team lose ?

The Civi kit doesn't do anything to encourage players to act like civilians, except maybe suicidal ones. The intel provided by people who play Civis the smart way is more damaging then having to take a handful more insurgents down. At the cost of a FOB/Asset/My Squad I would much rather take the spawn timer and ensure the enemy is mostly in the dark about our movements.
With the DB changes intel is all but useless.

I guess the insurgents could use every tiny little edge they can get even if it means suicidal civies. Its not easy to hit an enemy with an unscoped weapon at medium range and on maps like karbala and fallujah we are usually fighting at that range

Then Got killed, spawn, do it again.
They are helping insurgents, y should BLUFOR lose tickets? Makes nosense to me.
Lose intel points and looong spawn time is enough. (If you insist, Increase spawn time. But lose tickets makes nosense.)
Think about it, Insurgents firing RPG on BLUFOR from a building, while Lots of Civis hide behind. Return fire, lost 10+ tickets. So BLUFOR cant even defend themselves but get slaughter?
Individuals who shoot Civis on purpose should be punished indeed, BUT not the entire team!
