I also get this from my steam copy of bf2 and pr v.81
i run everything as admin and/or compatibility mode

I think Matusalem has the correct fix for this:
1-Run Steam AS ADMIN, set Offline Mode;
2-Run Mumble as Admin;
3-Run PR as Admin.
