Wouldn't be hard, it's much more fun playing INS than bluefor on most INS maps. Pretty sure a bunch of veterans share this thought.
INS can be ultra agressive, you don't care if you die, super efficient weapons on CQB plus fairly good rifles at long range if you know how to properly aim. The gary and spg techies are da BOMB! (literally) and the sneaky IEDs are so enjoyable. Plus destroying an APC with RKG grenades is a feeling with no comparison.
New people tend to like the Bluefor due to the l33t weapons and armours, but you'll soon learn that the biggest fun is in the unconventional tactics of the insurgents.

But if this actually happened... All it would be like: USMC can't leave carrier with Helis, otherwise they will get killed. But, There would be great cache locations on this map TBH. But, Muttrah isn't a INS map IMO.
OP was about a MEC vs INS. And anyways they would still have boats, and APCs, so really if they can't set foot on the land they just suck.
As for the ones saying it would not be realistic on a storyline matter

On the "too small" matter. This map maybe isn't too big but if you take into consideration the number of enterable buildings and each of the floors surface, that gives you a somewhat big area to fight for. The fact that it's an entire urban area renders the role of the APC much harder, remember that the INS are much better at close range, that for once would be a real challenge for the blufor to get the upper hand. It also could be a kind of "skirmish insurgency" with only 3 caches and less tickets for the blufor.
Maybe PRTA (or else) could organise an event, see how it goes. Maybe it'll be a complete failure, but it'll probably be fun nonetheless
