The HK417 "standard" and "deployed/bipod" rifles (standard marksman, la France) use totally separate ammunition...
Example, if you fire 10 rounds without the bipod deployed, then deploy the bipod, you have a full magazine, as if it's an entirely different weapon. If you have one mag left "standard", and haven't even fired in the "deployed" mode, you still have a full load in "deployed" mode.
Basically, the game treats both as entirely separate weapons, in the same way it would treat a rifle and shotgun or rifle and pistol kit.
I thought I had seen a discussion about this before but I can't find it. I remember a dev talking about it once, saying that "if we did (some suggestion) then we couldn't keep the ammo separate" in reference to the bipod weapons (HK417, SAW, etc).
I will test it with some of the other kits and nationalities.
EDIT: Seems to only be a problem with the HK417.

Can you try to replicate it? Looking at the weapons they seem to be set up correctly, so it might be one of the more or less rare magazine un-link bugs.
Those were more common in the past and that is why we had to remove firemode selection from a lot of weapons.

Can't seem to make it happen again. It was on Op Marlin Coop, I don't remember which layer...but I can't get it to happen again. I know I'm not hallucinating and I was using the latest version then and now. The HK416 and HK417 in real life are selective-fire rifles, but the game treats them a semi-auto only, so that can't be the issue. I also tried it with the alt kit (EoTech), didn't make any difference. I don't think I was standing next to any kind of crates when the bug happened, but that wouldn't explain the magazine that was in the weapon at the time anyway.
I did notice that when the magazine was empty, but I had not reloaded, I could pick up another magazine (it would display "7", for a total of six loaded mags and one empty in the weapon) which was pretty cool but I guess that was intentional.

When I tried it with other weapons, I couldn't seem to reproduce it, but now that I can't reproduce it with the HK417, it could be a problem with all of them.

This sounds like the bug we experience with all ammo linked weapons. From time to time they do unlink, not much we can do about it
