Well, you decided to strip Infantry of their 2nd HAT kit, and made them weaker overall. On some maps and layers tanks spawn instantly as well, so there is no time for the Infantry to set up TOWs in meaningful locations either lest they opt to take risks. But even in the event that you do manage to set it up, you've got smoke obscuring your point of view when firing eg. among other factors that make it harder than it needs to be.
A 5 min delay on the instant spawn maps(or bind it to the first flag of the cap order) and the return of the 2nd HAT kit should be able to mitigate a lot of these problems.
