They're what the DoD call "psychological armour" where they make you think it has armour so you'll be ok to get in the thing and go out hunting so to speak. Most small arms can penetrate the doors and so on, although I think the glass is reinforced, which is probably the only bit that's meant to actually withstand a bullet. There's been countless complaints by commanders in Iraq who are loosing them left right and centre, not that they care about the humvee's, but the men inside who get torn apart because of it.

But most of those in active duty prefer the unarmored version instead of the armored ones. You still have the same engine to deal with a lot more armor. This means less acceleration, less top speed making you an easier target regardless of the armor.

The blast caused by the jet of a heat projectile is still nothing else than a large explosion concentrated on one spot. But there is still a big amount of hot gas that doesn't penetrate the armor or metal and causes splash damage all around the target. I don't think someone would even survive that fireball when inside a hummvee.

I don't think many troops on the front line being shot at will agree with you there. I'm sure they'd rather be somewhat safe from small arms at the expense of a little speed.

It's not just small arms out there... Even a blind wannabe taliban with an rpg can score a lucky hit on a slow moving target.

Even still, reguardless of speed (unless you're superman or in a fighter jet or something) bullets can catch up with you.
