Sapper for militia and engineer for British have the grappling hooks, press 9 to use them. The graphic for them doesn't show up when looking at your inventory.
Edit: Woops, it's actually the scout that has the grappling hook, not the sapper. Unless both the scout and sapper have them. Otherwise IronTaxi is right V
