I'd sooner think that the Insurgents are not a nation at all, but rather a faction made up of the population of some nations of the MEC.

I could well imagine a map with MEC vs. Insurgents.

As for insurgents, I think they're supposed to be the pissed-off locals uprising in protest at USA/UK occupation following a sucessful capture of parts of the MEC by the US/UK forces.
