Dust and haze scatter IR. And in a hot environment it's even worse.
Ever seen IR/imagers used in daytime fights? Guess why?
And modern smoke shells/grenades scatter IR too.

Problem is the size. Thermal goggles would be a bit too large, heavy and clumsy. Not to say fragile and expensive.
