Hi, i ve noticed some bugs so i ll try to explain as clearer as i can...
First, when i take Heavy AT Kit, aim view (right click) sometimes fail to swith... it s quite horrible when u aim a tank, trying 10s to get scope and nothing appends. I ve tried to wait between each click, crouching, proning, turning, nothing seems resolve this, and sometimes it works without reason until it doesnt work again...
And idea???
Another bug, when you build something near other construction, u can be stuck with feet in the new ground. Per example, my CO order to build a sand bag wall on the gate near bridge of river fort in 7 gates... each time i ve tried to go around (walking, running or jumping) i ve been blocked between the sans bag ground mound and the stone wall... 4 times... nothing can move me, even a truck which only kill me...
PS : Excuse my poor awful english, i ve tried to do my best....

The H-AT delay is no bug. 
Can't say anything about your sandbag problem, never experienced it before.

H-AT is intentionally made that way. In reality you simply don't pop-out and trash enemy tank hundred meters away. It take time to aim and shoot that missile launcher. And be glad we do not have realistic reloading - it would take much longer as I believe.
Yes I had similar problem when my commander built sandbags at the entrance to River Fort. I got stuck between wall and asset.
I blame BF2 engine and its collision detection system.
