I don't know if my suggestion is doable or not but here we go:
What if we would make insurgency mode a tad more difficult for the Coal forces by having bots act as civilians. this way coalition forces can run into villagers when looking for caches and have to check their fire to see if the person in front of them is a enemy (holding a weapon etc) or is a civ
When killing a civ the usual punishments can happen (spawn, limited kit) etc. i think this would really make things more realistic and challenging, it would also make up for the Insurgents weak weapons as they can hide amongst civilians, making it impossible for coal to do airstrikes or throw grenades whereever they want
you could make woman, childeren, elderly etc that are the civilians running/walking around , hiding
you could even go as far as when a coalition soldier finds a elderly civ to maybe interact with them (IF thats possible in one way or another) for intel around weapon caches etc
