Because people on PR are idiots.
I love it when they kill a civvy and then they sit there moaning because they have a huge re spawn time.
They are too trigger happy and too impatient to take a second glance

I must admit sometime i shoot whitout even check closer to what i shoot, but you known, in a middle of a firefight whit insurgent, shoot first, check later. But most of my civis kills is the fact now all insurgent had binoclar and are identical to insurgent and whit the draw disctance it come hard as hell.

most of the civies in rounds are ignorant... or choose not to use that kit anymore. However if such I am in an armor and a civy spots me, I have no clue since insurgents also have binocs and the facewrap doesent always show up 100%, but I dont mind spawn time. I have some good reading material while waiting

Civies get shot because they want to be shot. The main use of civies ingame is one of the most unrealistic aspects of this mod. They constantly make themselves bullet sponges on purpose soaking up rounds meant for their fellow insurgents, because that is exactly what the "civie" in game is an insurgent not a civie. While we should all hate the slaughter of innocent civilians, that is not what we have in game. A civilian that takes an active part in any combat action against an army is no longer a civilian. According to the Geneva Convention, civilians participating directly in hostilities “lose the distinction of being a civilian as opposed to being a member of an armed force,” as long as their participation lasts. Meaning as long as they are running around with armed forces and lending them aid they are in fact combatants and subject to being fired upon as any other active member.
If brute force doesn't work.......your not using enough of it.

People are dumb and not thinking about whats happening around them. They just wanna get sum!
Seriously most people just think its a big kill fest, especially Insurgency. Its usually one dedicated squad that takes out a cache while the rest are just getting their kill on. They don't also seem to care that killing a Civi is gonna affect friendly tickets. They just don't think.
As much as they seem to like reality, they don't really understand it it seems. They're just entertained by mindless killing, cause thats what INS killing is. The objective isn't even to kill baddies, just to take out objectives. Online players are severely hampered when it comes to being able to grasp the idea of capturing objectives. The only reason players chase flags most of the time is because they know there'll be baddies there.

As a matter of fact, i played a game as civy yesterday, and thad the same problem. I might not have been killed that much, but coaltion guys sure shot alot of stuff to my head. I think the problem is that unexperienced people on PR don't check if their presumed targets are civy or insurgent, and just start shooting. Although it might as well be the civies just being bold and offensive, as they think people won't shoot them. I agree with PFunk, although i think that this only concerns less experienced PR players.

I think that you shouldnt be able to arrest civies, its anoying with 2/3 of the team dead in 200 secs. There should be normal civies( w/ binocs, wrench and bandage, cant harm anyone) and collaborators( w/ binocs, rock, bandage, rope and wrench, they can harm someone).

Even better, there should be a second type of civilian with nothing but some stones and a suicide vest. That would convince the Coalition to check their targets and be careful while walking around collaborators.

They are often on rooftops with just their heads showing.
Sometimes killed on purpase for a good reason.
Hiding near an enemy with guns.
Running in the line on fire to get shot and give that brit a penalty.
Being anoying and sitting in front of a tanks turret, most people just blow them off.
Civi spotting armor, shoot him to prevent being spoted.
Some people take no chances and just shoot civis.
There is a civi on a roof you cant get on and he is thorwing rocks at you, and you just shoot him.

People aren't cautious enough, in RL you have to be absolutely spot on with your identification of civilian and hostile targets.
The penalties just arent high enough atm for this kind of caution.

I rarely kill civvies just so you know before you start. I have only shot one on pupose.
The little [sugar honey ice tea] was sitting on a rooftop throwing rocks at me. I was so wound up I hid from him and hoped he would come down. He didn't. So I tried confusing him into coming down. He didn't. So I emptied a mag in to the little... little... thing! It was well worth the rediculously long spawn, believe me.
Some of them just ask for it! They stand on lamposts (ok... I do that

) and they intimidate you from the top of tall buildings where they know you can't get them (Yeah, you guessed it:mrgreen
. The fact is, we whine on about the "stupid civvies" when we're Brits or Americans, but as soon as we're on Insurgents we do it right back to them!

It's definitely a combination of different factors.
Some infantry shoot civilians if they walk behind insurgents on purpose or on accident, its just something that we can't change.
On the other hand, the only noticable difference between the civie skin and the insurgent skin is the headrag and a rifle, and those disappear at a distance, so for APC's to shoot civilians is somewhat understandable...
but nowadays I see very few civies on servers anymore, probably due to the two minute spawn times and the fact that you cant mark enemy troop sightings on the map anymore.

mainly it's cuz they're ****ing annoying when they are throwing rocks at you from the rooftops and well, one thing leads to another and they've got a few 5.56x45mm rounds in their torso.

I say get rid of the rocks. The kit is still used too agressive and recieves the answer. However, extremely increase punishments since the kit will then be defenceless.

I kiled 2 civilians ingame last week....hadn't killed a single civi since 0.7
1st one was because my squad had been killed and I was being persued with alleyways by an insurgent squad, was very intense and the civi sprinted in to view with 3 other insurgents so I just sprayed my mag and ran.
2nd one was an accident involving a WMIK's 50cal.
