I really can't find much about modern paratrooper combat, but I'm absolutely sure parachutes would be used somewhere in the kind of conventional WW3 depicted in PR.
Remember the old argument that one squad in PR represents a platoon? The argument definitely holds for this suggestion, but with a problem: paratroopers would ideally have some non-specialist limited kits, such as a marksman, Rifleman AT, and Auto Rifleman, but we don't want 1337 limited-kit parachute squads all over the place.
The solution: only spawn kits and Officers can request parachutes, and a rally point is required to request those non-specialist kits and create a fully-equipped airborne squad. It's the best way to allow the airborne units a proper kit variety, encourage teamwork in such squads, and prevent bad parachute drops from pissing away half the team's limited kit pool.

Doesn't sound they dropped in to an area occuppied by the enemy in the same way you would in pr, basically hopping over the first line of defence.
Plus, if this were to be done i'd rather all were paras or none, rather than having 6 random paras attached to normal inf.

Resuggestion.
There are, or at least were, paratrooper kits for all conventional factions buried somewhere in the code. We will not be seeing limited paratrooper kits. As has been stated in previous threads on the matter the only time paratroopers will be seen is when an entire team is dropping onto a map.
Also, when was the last time you heard of the military, or anyone else for that matter, dropping parachutists at 1000 ft from a helicopter?

The key to modernising any weapon is covering them in glue and tossing them in a barrel of M1913 rails until they look "Modern" enough.
