Ok if you actually made the Godnik Avenger v.1 just put 1 in, and to keep things balanced have the Humvee upgraded also.

Not only is swimming vodniks "win" - the fact that the vehicle is also the reason that it's called the "vodnik". Vodnik is the name of a water god in slavic mythology (IIRC).

The Vodnick plays the, albeit very light, APC role to some extent what with the auto cannon making it very good for covering inf probably, and the fact it's amphibious means that it should play in well to alot of maps.
At the end of the day it's at mappers discretion to some extent - obviously has to be approved by DEVs - if a mapper can make them work in a probably very asymmetrically balanced way, then they'll probably play a big part in some very cool maps.
