This way, you don't have civilians spawning off of Hostiles forces, which would make sense since they aren't supposed to be directly connected to the Insurgents. That, and they won't be very prominent.
Just the way the Light AT is rarely used now that is it Requested.

I think eveything could be fixed if civilians actually had some incentive to stay alive. Perhaps the longer you stay alive as a civilian, the more priority you get when it comes to choosing kits next life. The way it is right now with civilians running towards nades and slams, kind of ruins the gameplay.

If you chose to take the sniper next time you spawned, there would be a 30 second waiting period where, if I wanted to, I could take it as I had survived longer. That or some sort of direct time alive requirement. Ex: Need to have survived as a civilian for at least 10 min before youre allowed to take the sniper etc. Of course I imagine this would take quite a bit of coding to implement (if it can even be implemented at all).

You already request the officer's kit from spawncars. You need six people in the squad, but you get the AK with the GP-30. I had a different idea on how to handle requestable civvie kits: when a civilian gets killed, the Brits still receive a penalty, however, the civvie player can't go civvie for the next 1 or 2 minutes. This would simulate increased insurgent recruitment as a direct result of population's outrage over civilian deaths. It would also prevent people from constantly spamming civvies at checkpoints, and would naturally lead to civvies thinning out as the particular skirmish progresses (therefore making it seem like civilians aren't hanging about, but instead, running for their lives).

Well I think the Devs just need to put a line in the 0.6 player manual such as:
"Upon selecting the Civilian kit the player will be subject to limited tactics reflected by real life civilians. The Civilian shall conduct day to day activities as well may collect intelligence information on behalf of the local insurgency. At no time should a Civilian class player engage in non-realistic tactics i.e. approaching British soldiers, climbing onto lamp posts, running into the line of fire. The players, Devs and PR community as a whole will frown upon any form of conduct unbecoming of a Civilian. Furthermore a long winded thread will be created on the PR forum to discuss at noisome the intricate details of your erroneous ways."
That should fix everything

So we are going to ask the general BF2 population to obey a bunch of rules with no incentive? Even if every BF2 player wasn't bi-polar, there is ZERO chance of people actually reading and obeying these rules. Make the rules outside of the game, then people will disobey them outside the game.
