Pros:
Insurgents get more mobility and can attack from more places, simulating the inpredictability of coming out of anywhere at any time.
Civilians should also keep the grappling, because they can be observing the enemy forces from just about anywhere as well (and so you can shoot them, while they climb and save yourself from being ambushed with a knife

A contra could be, that Insurgents would be able to access some places, which enemy cannot, but thats why we got air support and snipers
