Is it possible to make the laser box hit and stick to the target instantaniously because to my knowlege in RL a laser splash travels at the speed of light so the second you press the button on the soflam the target is lased, splashed, painted rather that having to wait 10 seconds for the box to move across the map.
Is there a reason for this?

Yes. The Laser Box uses the C4 code to stick to the vehicle. I it possible to increase the stickiness value, or something? Or write new piece of code?
Is this something the DEVs have given up on, or are they still working on it?

There hasn't been a workable solution to the laser designator. I tried fro about a month doing all kinds of stuff to make it work better. EA ultimately decided to add a laser_target object to vehicles to simulate laser painting. It actually does make sense doing it that way.

You could ague the point of the time it takes for it to stick is the SoFlam doing it's locking. We all know a lazer is as fast as light. But the software of a SoFlam might not be as fast.

What makes you think army equipment is as slow as the lasers in pr?
